(Clarence Creek, September 18, 2013) The turn out was small, but a meeting with Ward 5 Councillor
Guy Félio and his eight constituents, along with C-R's Gilles Maranda, Director of Infrastructure and Engineering,
proved very helpful, as well as providing a few revelations for the City as a whole. The session was also covered
by local cable TVC22 to be aired as part of the Laurie Wants to Know program. The main topics for discussion included:
- Sewers in Clarence Creek
- Two new sub-divisions in Clarence Creek
- The development of Jules Saumure Park
- Local (Ward 5) wish list for Budget 2014 (How the 2014 City budget might affect the local "wish
list")
- A general question and answer period
Sewers in Clarence Creek / New sub-divisions:
The two sub-divisions to be built on Roxanne Street and in the quadrant between Bouvier and Labonté Roads,
will be set apart in that they will have 4-inch pipe systems draining the liquid sewage from the homes modular
peat-moss based sewage treatment beds, in to a large holding lagoon. The developer will pay for the cost of the
holding field after which the City will administer the treatment beds lagoon. The system will be on a "user
pay" method, so the cost will not affect current residents. The planners do not want ditches, but rather the
pipe system, thus keeping the cachet of the village.
The City will also aslo look at joining major buildings to a similar sewer drainge system. This
might include the church, arena, old city hall, the Roger Seguin Home, and other local properties.
Jules Saumure Park:
This development will be located on Céline Street. It will include about $100,000 dollars in playground
structures and the intent is to have a massive community building project, to complete the project in one day,
on Saturday, September 28. Local residents and volunteers are asked to show up in their work clothes along with
gloves and sleeves rolled up!
2014 Budget:
A number of items were included in Councillor Félio's "wish list", including roads, sidewalks
in Clarence Creek, culverts, etc., and these things will be included in upcoming 2014 budget discussions to be
priortized and voted upon by members of council.
General Question and Answer Period:
Gilles Maranda addressed the need for regular street and road maintenance and quality control of work done. He
advised that a GPS system is being put into place to handle inspections and/or complaints. Specific (complaint)
locations will be pinpointed by GPS, as well as all City vehicles will be equipped with GPS, in order to determine
where inspections have been carried out.
It was learned that there are current discussions at the City to put OPP and Fire Services at
the same location. There are also discussions about space needs for City employees and the possibility of having
all Council meetings at a central location. There are a number of options under consideration including using the
Arena Jean-Marc Lalonde Arena or the old Clarence Creek City Hall, but no decisions have been made.
Moving Council meetings to one location would include a better sound system which today is marginal
at best. There were also discussions around increasing the size of City Council chambers.
Other discussions included concerns about local water pressure, property standards for certain
residences that needed clean ups, the establishment of bicycle lanes along Golf Road, addressing the challenges
of English -vs- French language at council meetings and the current method of interpretations as carried by local
cable TCC22.
There was also mention of the C-R Transpo regarding public transit. Ridership is down significantly,
and with contracts with Leduc Bus Lines coming up in the next year or so, the development of a more local service
may be needed. For example this might include a large "park and ride" location at Canaan Road and McTeer
Road, where passengers on local buses would transfer to Ottawa's OC Transpo.
